Assistant Chief Constable

Darren Best moved to Northumbria Police on 4th January 2016 as the Assistant Chief Constable holding the Protective Services portfolio.

Darren's career, up to this move, was within Cleveland, where he began his career as a probationer in Southbank in 1989.

After 7 years he was promoted to Sergeant in Hartlepool which is where he would probably have stayed, as a Sergeant, was it not for an accident in the Lake District resulting in a broken leg. Recuperative duties whilst he recovered moved him into Corporate Development, followed by Child Protection unit, then promotion.

Through the ranks Darren has had a varied operational background, achieving PIP Level 4 Senior Investigating Officer and leading on complex investigations. He has worked within a number of crime areas including, Public Protection, Child protection ,Professional Standards. He was the Area Commander at Stockton from 2010 to 2012, before being promoted to the role of Head of Crime and Criminal Justice in Cleveland.

He is currently an accredited Strategic Firearms Commander and Public Order Gold.

Rachel Bacon (7049) 

ACC Rachel Bacon

Assistant Chief Constable

Rachel Bacon joined Northumbria Police in June 2017 and is responsible for the Citizens Focus portfolio which includes Custody, Criminal Justice, Communications and Force Improvement.

Previously working in Sussex and Hampshire in a variety of roles Rachel was most recently Head of Crime for Sussex together with leading a number of collaborated Specialist Crime units. This included intelligence; organised crime; cyber and economic crime.

Leading on the force’s crime change program and a digital forensics project to support improved criminal justice outcomes Rachel seeks to transform service delivery for victims of crime.

Rachel has undertaken detective roles at all ranks specialising in Public Protection. She has been head of safeguarding and is an experienced Senior Investigating Officer. She has also undertaken District Command and neighbourhood roles during her career.

She is an accredited Strategic Firearms Commander and is the national NPCC lead for the College of Policing licence to practice in Child Sexual Abuse investigations.

Helen McMillan (7062)

Assistant Chief Constable

Helen McMillan joined Northumbria Police in June 2017, having previously worked for Durham Police in a variety of roles, most recently as Assistant Chief Constable.

She has experience of working in many operational roles, in training and professional standards departments and is an experienced firearms and public order commander.
