AIM OF POLICY: To raise the awareness of all staff in relation to surveillance.

BENEFIT OF POLICY: This policy will ensure that surveillance is carried out lawfully.

REASON FOR POLICY: To ensure that the registration and use of Covert Human Intelligence Sources (CHIS) and the use of surveillance and property interference is compliant with legislation, codes of practice and human rights.

DESCRIPTION OF POLICY:

All surveillance as laid out in the Regulation of Investigatory Powers Act 2000 will be carried out lawfully and with regard to the human rights of individuals. Northumbria Police will, wherever possible, comply with the guidance contained in the Association of Chief Police Officers (ACPO) Manual of Minimum Standards for Covert Human Intelligence Sources (CHIS), the ACPO Manual of Minimum Standards for Surveillance, the Home Office Code of Practice for Covert Surveillance and the Home Office Code of Practice for Covert Human Intelligence Sources.
