AIM OF POLICY: To deal effectively with identified cohort offenders, to divert them from re-offending and/ or assist with diversions from substance misuse. Partnership working to ensure a joined up approach is met to target those repeat offenders who cause the most harm.

BENEFIT OF POLICY: Improved working practices within Integrated Offender Management.

REASON FOR POLICY: To promote understanding of Northumbria Police’s role in the management of dangerous and repeat offenders.

DESCRIPTION OF POLICY:

Northumbria Police continues to support the key principles of Integrated Offender Management.

  • All partners managing offenders together
  • Delivering a local response to local problems
  • Scoping all offenders at high risk of causing serious harm and/or re-offending
  • Offenders facing up to their responsibility or facing the consequences
  • Making best use of existing programmes and governance arrangements
  • Supporting long term desistance from crime

The Northumbria Police policy is:

  • To work in multi-agency partnerships in local areas and facilitate the joint management of specific cohorts of offenders within communities;
  • To retain the confidence of the public and the courts in the management of offenders as an effective diversion from re-offending;
  • To ensure that offenders pass through the Criminal Justice System quickly; and
  • To maintain inter-agency monitoring, to provide regular feedback.
