Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 2 March 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

  1. How many complaints of racism has your force received in respect of racist comments or behaviour by an officer in your force where the complaint was lodged by (a) an alleged victim (b) a fellow police officer, or (c) a third party? Please give figures for each of the last three calendar years.

  2. How many officers have been disciplined as a result of complaints of racism in the same three year period and what was the result of that disciplinary action?

  3. In relation to the last five incidents, which fall within the remit of Q2, please state any words or phrases that were deemed to have been racist.

NB: I have asked this question for the last three calendar years 2009, 2010 and 2011. However, if analysing the data this way is too time consuming then I am happy to alter the question to the last three financial years, 2008/09, 2009/10 and 2010/11.

In response:

Following receipt of your request, searches were conducted with the Professional Standards Department of Northumbria Police.  I can confirm that the information you have requested is held, in part, by Northumbria Police.

I have decided to disclose the located information to you as follows.

The following information has been extracted from a 'Live' database and may be subject to the addition and deletion of complaints, complainants and subjects after the initial extraction of data used for the purposes of this report. 

Data has been extracted for the calendar years 2009, 2010 and 2011 and filtered by the category of Discriminatory behaviour and Incivility, impoliteness and intolerance for Complaints and the allegations summaries examined for reference to racist behaviour.  The allegation summaries for Conduct cases and Misconduct cases were examined for reference to racist behaviour.

  1. 2009
    Complaint Allegations = 7  (6 x Alleged Victim / 1 x Third Party)
    Conduct Allegations = 0

    2010
    Complaint Allegations = 8  (7 x Alleged Victim / 1 x Third Party)
    Conduct Allegations = 1  (1 x Fellow Police Officer)

    2011
    Complaint Allegations = 6  (5 x Alleged Victim / 1 x Third Party)
    Conduct Allegations = 0

  2. 2009 = None
    2010 = None
    2011 = None.  However, please note that 4 cases are on-going.

  3. Of the last 5 cases that were finalised - No information held, as no officers in Q2 have been disciplined.

You may be interested to know that Northumbria Police routinely publish information that has been disclosed by Northumbria Police in response to requests made under the Freedom of Information Act 2000 via the Disclosure Log.  The aim of the Disclosure Log is to promote openness and transparency by voluntarily placing information into the public arena.
