Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 29 September 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

I would like to know about the amount of money paid in bonuses to staff from 2008 until 2012.  I would like to know the following:-

  1. How much was paid in bonuses to staff each year by the force.

  2. The position of the staff member paid the bonus.

  3. What the bonuses were paid for.

To clarify, by staff I mean both police officers and civilian staff I would also like the information by financial year. 

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the Finance Department of Northumbria Police.  I can confirm that the information you have requested is held by Northumbria Police.

I have decided to disclose the located information to you as follows.

With regards to Chief Officer information:

As the information you have requested at this part of your request is accessible by other means I have not provided you with a copy of the information and will rely on Section 21 of the Freedom of Information Act 2000.  You should therefore consider this a refusal for your request.

I have provided an explanation to this exemption below.

Section 21 (1) - Information accessible by other means

Information which is reasonably accessible to the applicant is exempt information.

This information is in the public domain, via the Statement of Accounts on the Police Authority website and is therefore freely available.  In order to aid and assist you I have provided the relevant link below:-

Please note:  The decision to not accept personal bonuses by the Chief Officer Team in the past year was a personal one.  They felt it would be inappropriate during a period of hardship to receive such payments, especially when police staff and others across the public sector were subject to a pay freeze.

The bonus payments made to Sue Sim in her role as Deputy Chief Constable in 2009/10 relate to hitting targets in the previous two years but were issued as one payment that year, and was supported by the Chief Constable at the time.

The bonus payment referred to in 2010/11 is actually a bonus made to a Chief Superintendent prior to acting into a temporary Assistant Chief Constable Post.

Please also note that bonuses are paid in accordance with police regulations.
