Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)
Thank you for your email dated 21 August 2012 in which you made a request for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.
Northumbria Police's policy on Chief Officers travel while funded by taxpayer.
Please supply list/breakdown of all/any individual travel costs (if any), those that relate to individual trip/s, travel, by Northumbria Police Chief Officers, and those, again individual trip/s, which cost over £500.00.
I would like this information to cover past 12 months. Please also include details for each, including reasons for each individual trip as well as amounts involved.
Have any Northumbria Police Chief Officers traveled via business class, for whatever reason, during the past 12 months. If so, please supply full details, reason/s as well as cost of each trip (if any).
Do Northumbria Police Chief Officers travel by first class rail. If so, can you explain reason/s for this. Please also explain why Chief Officers do not travel by the most economic methods available to them.
What was the total amount spent by Northumbria Police on travel, relating to Chief Officers, during the past 12 months. Please also include breakdown of costs relating to the methods of such travel, air, train and or car. If other, please supply full detail.
We have now had the opportunity to fully consider your request and I provide a response for your attention.
Following receipt of your request, searches were conducted with the Legal, Professional Standards and Finance Departments of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.
I have decided to disclose the located information to you as follows.
Northumbria Police has no specific policy on Chief Officer travel. There is a procedure on "Payments of Travel Expenses and the Reimbursement of Expenses". This applies to all Police Officers and all Police Staff. In order to assist I have attached the relevant parts of the document below.
As the information you have requested at these parts of your request is accessible by other means I have not provided you with a copy of the information and will rely on Section 21 of the Freedom of Information Act 2000. You should therefore consider this a refusal for your request.
I have provided an explanation to this exemption below.
Section 21 (1) - Information accessible by other means
Information which is reasonably accessible to the applicant is exempt information.
This information is already published in a yearly format and therefore freely available on the Northumbria Police website. I have provided the relevant link below:
No business class flights have been booked during the last 12 months.
Chief Officer travel is booked in accordance with Northumbria’s procedure on “Payments of Travel Expenses and the Reimbursement of Expenses" see above in question 1.

You may be interested to know that Northumbria Police routinely publish information that has been disclosed by Northumbria Police in response to requests made under the Freedom of Information Act 2000 via the Disclosure Log.
