Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)
Thank you for your email dated 27th February 2012 in which you made a request for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.
The list all the 'bubble' football matches that have been held within your police authority area, over the past three years.
(By bubble football match, I mean restrictions on the travel of away fans such that they cannot travel independently to a match, but must travel on specific coaches from prearranged pick up points; OR that fans may travel independently to a prearranged RV to collect their match tickets following which they may be allowed to travel to the ground independently or be part of a policed escort).
Please list the dates of all bubble matches; the football clubs concerned; and any information you possess over the reasons for this restriction being enforced, including, if possible, any correspondence that may have been exchanged with relevant football clubs, safety advisory groups or other interested parties.
If possible, please include minutes of any meetings where ‘bubble’ matches have been discussed and any risk assessments undertaken.
Further, if possible, please advise when you have imposed the guidelines of the Traffic Commissioner on travelling supporters - for example, when you advise on the route coaches should take and what time they should arrive in the host town or city. Please provide information covering the 2010/2011 season and the 2011/2012 season to date.
We have now had the opportunity to fully consider your request and I provide a response for your attention.
Following receipt of your request, searches were conducted with the Operations Department of Northumbria Police. I can confirm that the information you have requested is held, in part, by Northumbria Police.
I have decided to disclose the located information to you as follows.
1. From the definition, given in the above question, there are no 'bubble' football matches held in the Northumbria Police area.
2&3. As the response at point 1 is negative there is no information held at these points of your request.
4. All visiting supporters, using coaches, to attend matches held at Newcastle United Football Club (NUFC) or Sunderland Association football Club (SAFC) are subject to the Traffic Commissioners Guidelines.
The information we have supplied to you is likely to contain intellectual property rights of Northumbria Police. Your use of the information must be strictly in accordance with the Copyright Designs and Patents Act 1988 (as amended) or such other applicable legislation. In particular, you must not re-use this information for any commercial purpose.
How to complain
