Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 18 March 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

"On the side of NA52 AJX it had P24 when it was in service, but the roof code was W14 why did it have P24 on the side if that was not the vans roof code?

Also could you help me with roof codes for these Cars/Vans that northumbria once used for up coming models.

NK03 SZF - Ford Focus 
NK51 WWU - Ford transit, was a CCTV van. 
V259 ECN - Ford transit pov 
EO60 LMM - Ford transit pov 
AF60 ZMX - Ford focus Estate"

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the Fleet Management Section of Northumbria Police.  I can confirm that the information you have requested is held by Northumbria Police.

I have decided to disclose the located information to you as follows.

There was a short period of time when vehicles retained in reserve received different roof ID codes, all of which began W xx. That is why this vehicle retained it's fleet number of P42 but carried W14 on the roof.

NK03 SZF - Ford Focus - U26 
NK51 WWU - Ford transit - SM 
V259 ECN - Ford transit - P51 
EO60 LMM - Ford transit - Y04 
AF60 ZMX - Ford focus - Q01

After considering whether any harm could be caused by the disclosure of this information I have decided that on this occasion there is not, however this may not be the case should further similar requests be submitted.

Please note that further requests on this subject area may be declared vexatious under Section 14 of the Freedom of Information Act 2000 and we provide an explanation to this exemption.

Section 14(1) does not oblige a public authority to comply with a request for information if the request is vexatious.

Section 14 (2) Where a public authority has previously complied with a request for information which was made by any person, it is not obliged to comply with a subsequent identical or substantially similar request from that person unless a reasonable interval has elapsed between compliance with the previous request and the making of the current request. It is not in the spirit of the Act to use it as a method to repetitively interrogate police systems for updated data.

However, the ‘reasonable interval’ is not defined but it is suggested that 60 working days may be a useful benchmark.

You may be interested to know that Northumbria Police routinely publish information that has been disclosed by Northumbria Police in response to requests made under the Freedom of Information Act 2000 via the Disclosure Log.  The aim of the Disclosure Log is to promote openness and transparency by voluntarily placing information into the public arena.
