Fog light misuse - 121/17

Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act') 

Thank you for your e mail dated 31 January 2017 in which you made a request for access to certain information which may be held by Northumbria Police. 

As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions. 

You asked:

Under the Freedom of Information Act 2000, please provide me with the number of fixed penalty notices handed out by officers to drivers misusing their fog lights (highway code rule 236; Law RVLR regs 25 & 27) for the years 2000 to 2015 inclusive. 

I would like this data in spreadsheet format (CSV or XLS) broken down by year, and including the following fields or fields which are similar to them. 

Date (DD/MM/YYYY)

Location (longitude and latitude)

Time of issue

Driver’s sex

Driver’s age

  

We have now had the opportunity to fully consider your request and I provide a response for your attention. 

Following receipt of your request, searches were conducted with the Fixed Penalty Unit of Northumbria Police. I can confirm that the information you have requested is held in part by Northumbria Police.

I am able to disclose the located information to you as follows.

The information is held from 01/01/2011 only, therefore that is what we have supplied.

The location by longitude and latitude is not held.  Location is recorded as per the spreadsheet only.

Where the ages have not been recorded,  N/K (not known) will be . 

There are four offences on our system which could be classed as misuse of fog lights, these are listed below:-

Use a vehicle on a road when the rear fog lamp(s) were used to cause dazzle/discomfort

Use a vehicle on a road when the front fog lamp(s) were used to cause dazzle/discomfor

Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another.  Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data.  For this reason responses between forces may differ, and should not be used for comparative purposes.
