Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your letter dated 29 May 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

Please could you provide me with statistics your force holds (or those statistics most readily to hand) regarding:

  1. The number of speeding tickets issued in your area in the last two months.

  2. The number of speeding tickets in your area in the same two months i) five years ago, and ii) ten years ago.

  3. The number of i) uninsured drivers apprehended, and ii) fraudulent insurance claimants apprehended and/or charged in the last two months.

  4. The number of i) uninsured drivers apprehended, and ii) fraudulent insurance claimants apprehended and/or charged in the same two months i) five years ago, and ii) ten years ago.

  5. The total figures for these particular areas of interest for the past decade, perhaps by year?

  6. The official (or estimated) total cost of issuing speeding tickets in the last two years.

  7. The total costs of apprehending fraudulent insurance claimants in the last two years and the total number of people who incurred these costs.

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with both the Criminal Justice Department and Fixed Penalty Unit of Northumbria Police.  I can confirm that the information you have requested is held, in part, by Northumbria Police.

I have decided to disclose the located information to you as follows.

  1. A total of 15,299 speeding offences were detected in the Northumbria force area between 01/04/12 - 31/05/12.   The data supplied includes that from safety camera's and ticket issued at the roadside.

  2. A total of 12,954 speeding offences were detected in the Northumbria force area between 01/04/07 - 31/05/07 - data not held in respect of ten years ago.  The data supplied includes that from safety camera's and ticket issued at the roadside.

  3. i)  Drivers summonsed/charged for 'no insurance':- 
    01/04/12 - 31/05/12 - 381

    ii)  The answer to this part of your request has been provided as near to the category of 'fraudulent insurance claimants' as possible, however it does not reflect the full picture, in that some of these offences will be captured in the 'no insurance' category, plus there are numerous scenarios that could have come to light ie. withholding information, failing to produce, failing to notify medical condition or accident etc, these could be captured in other categories of offences and may fall outside the 'fraudulent claimants' category.  With this in mind please see the following:-

  4. i)  Drivers summonsed/charged for 'no insurance':-

    ii)  The answer to this part of your request has been provided as near to the category of 'fraudulent insurance claimants' as possible, however it does not reflect the full picture, in that some of these offences will be captured in the 'no insurance' category, plus there are numerous scenarios that could have come to light ie. withholding information, failing to produce, failing to notify medical condition or accident etc, these could be captured in other categories of offences and may fall outside the 'fraudulent claimants' category.  With this in mind please see the following:-
